a study of the effect of the Chinatown Masterplan, which was a community-driven neighborhood plan, first implemented in 1990. the masterplan was not followed in the redevelopment of the site and Radian Luxury Apartments were built almost 3x the allowable zoning height for the site.
however in order to build to a much higher height, the developer worked with the BPDA to assemble four pieces of land between Oxford and Ping On Street that were owned by several Chinatown groups, creating a local affordable housing site. this site was developed by the CEDC (Chinese Economic Development Council) into 67 units of affordable housing on Oxford St. This linkage program included more than twice as many affordable units than were required by city zoning, is this type of linkage program valid given that the quality of the apartments is vastly different?
